 UPDATE 3/4/14: The people at the Florida Department of Agriculture and Consumer Services did what they could to try to bring Wang to justice, but as you can see, he refuses to cooperate or say anything at all; no surprise there.

UPDATE 1/31/14: I received the following message from Elizabeth Wilson at the Florida Department of Agriculture & Consumer Services:

I emailed Ms. Wilson copies of the email I received from cigarettepurchase.com when I initiated the order, my order as it is listed on the crooks' website, and the money pickup confirmation email I received from Western Union.

UPDATE 1/13/14: I received an email from the Florida Department of Agriculture and Consumer Services, Division of Consumer Services, asking me for Wang's name and address, which they said they needed to further pursue my complaint against cigarettepurchase.com. I sent this information to them without any delay.

UPDATE 1/3/14: I received a private message from the administration at Scamwarners about the complaint about cigarettepurchase.com that was posted at their website. Apparently, they have been contacting Wang's webhost, singlehop.com, about Wang's fraudulent website, and singlehop has been forwarding Scamwarner's emails to Wang. Wang's responses to singlehop claim that no one has contacted them about their thievery and people are just picking on them. I know this is a lie because I send cigarettepurchase.com at least one email a week, and they have responded to them with nothing but phony excuses or just ignore my email. I forwarded one of the emails I sent to Wang to get my money back to abuse@singlehop.com to show them that Wang is nothing more than a liar. I may be forwarding more to them depending on what kind of response I get from them.

UPDATE 11/6/13: I received an email from Florida Attorney General Pam Biondi about the complaint I filed  with her office last week. It was mostly a form letter but did advise me to file complaints with http://www.ic3.gov/ and http://www.econsumer.gov/english/ . I had already filed a complaint with the former but submitted another one anyway since I have not heard from them for months, and I submitted a new complaint at the latter website. If you have been ripped off by Wang, I suggest you also file complaints at both of those websites.

UPDATE 11/2/13: Today I decided to call Western Union to see if they had any information about the complaint I lodged against Guobing Wang and cigarettepurchase.com, and they gave me a lot of information. First of all, they said that anyone who has been ripped off by these thieves should file a complaint with their local police department AND your state's attorney general. I filed a complaint with the Florida attorney general online immediately.

They also said that anyone who has been ripped off by these clowns should fax a letter to Western Union's fraud department detailing the particulars of the theft at (888) 295-2975, including the recipient's name. When they receive this, they will stop any money from going to the thieves.

I was also told that Zhen Huo was stopped from receiving money because of complaints I and others filed with Western Union's fraud department, so it does work.

Since Huo is not receiving the money, I wondered who is receiving it, so I created a fake account at the thieves' website and placed an order to find out. The thief who is currently asking for the money to be sent to him is no longer Guobing Wang. His/her name is Ruihong Lin, Siming District, Xiamin, China, 361000; phone #138502255952. If you sent money to Lin, be sure to include his name in the letter you fax to Western Union so they will blacklist him/her too. If you sent money to a person of another name for merchandise at cigarettepurchase.com, be sure to give Western Union that name so he or she can be stopped from receiving any money under false pretenses from Western Union.

I have emailed the thieves every week demanding my money back, but they just keep making excuses. Their latest excuse is that they have to send a request to the grand pubah of their fake organization to get an okay for the refund. It's been a week so far, but I don't for a second believe this is anything but another trick to delay any action with the hopes that I will forget that they ripped me off; not a chance of that happening.

 UPDATE 6/11/13: Today, I finally received a response from cigarettepurchase.com. It came after I sent yet another reply to the order email they sent when I ordered the item telling them I wanted a refund for $31.50. This is what I was told in that email:
Thank you for your order.

The order sent out already,it is in the shipping way to you
please kindly wait

I checked their website to see if the status of the order has changed, and it has not; it still shows that the order is pending.

It has now been 18 days since they picked up my money for this order and it's still "in the mail." I am giving them another 7 days for this order to arrive, but I don't hold out any expectations that I actually will receive it.

  1. One thing I would like to point out is that they allegedly sell vanity fair cigarettes, which were discontinued in the sixties if I believe. So unless those are really old cigarettes I think they just claim to sell a large amount of cigarettes (especially ones people might be curious about, like colored cigarettes and flavored cigarettes) for the sole fact of putting themselves high up in google searches for said cigarettes

    1. You're right about that. They advertise cigarettes that are no longer produced. The only reason I ordered the Caporals from them is because they are the only ones on the internet that have them for sale. I don't think the company even makes them anymore or I would be able to find them somewhere on the internet, but I can't.

      This is just more proof they are not really selling cigarettes - they list cigarettes that are no longer available just to suck people in.

  2. I too was recently ripped off by KKare.com. Sent them emails and was assured the cigarettes were shipped. After two months, no response to the emails, and the website went down. After a week the website is back up, and it's using a different IP Address.
